
After 20 years of supporting her family by training and racing horses, Pat Smith was stricken with spinal meningitis. She lay in a coma for ten days, and when she was well enough to go home, she found that her business had been liquidated by her husband. They divorced and Pat started working to rebuild her life.

CFED is working strategically to advance asset building for the millions of low-income Americans who have been locked out of traditional homeownership due to prohibitive costs. Through our I’M HOME initiative and the creation of ROC USA, we have embarked on a multifaceted plan to build high-quality housing, secure the land under people's homes, implement strong policies, eliminate stigma and stereotypes, and empower homeowners.
CFED and its partners have developed a set of tools to help advocates educate policymakers, allied organizations and the general public about how public policy can improve the lives and financial security of owners of manufactured housing.

ROC USA, solves the financial and technical challenges faced by homeowners when they seek to acquire their manufactured home communities. In the past year, ROC USA has helped residents convert eight parks in New Hampshire, New York, Minnoseta, Oregon, and Washington state into Resident Owned Communities (ROC) where homeowners enjoy the security of owning the land under their homes.
ROC USA is an innovation born out of CFED's multifaceted work to preserve affordable housing throughout the country and help families on low income to build wealth.
